Issue seting up MFA with Phone method

Hi Team,
can someone help me with setting up MFA for my tenant. I would like to setup phone call authentication for some of users that don't like to have any company apps on their phones.
And as we tested when a user adds his company phone number when setting up O365 MFA he gets this error:

Has anyone had the same issue?
Does someone know how to solve his?

    Thank you for the quick follow up on this one!

    Since you still aren't able to authenticate via phone call, can you check one last thing to ensure that the Call to Phone verification option is available to users within your tenant.

    1. Sign in to the Azure portal as a Global administrator.
    2. Search for and select Azure Active Directory, then select Users > All users.
    3. Select Per-user MFA.
    4. Select Service Settings, and scroll down to Verification Options

    To make your Phone the primary means of authentication, you should be able to change the Default sign-in method to "Phone", after we confirm Phone authentication works within your tenant.
