Windows 11 no clipboard settings

I have Windows 11 KB5010386. And I can't see the clipboard options. If I try to find it with search it will show up, but if I click on it nothing happens. Clipboard history do work for me, if I use the shortcut. But I want to get synchronized clipboard, and I can't without this option. There also some other options are missing, for example windows insider program (Even though I have admin rights).
I found a solution on the Internet - to install kb5006746 update manually. But I can't do this, because it says "The update does not apply to your computer". I know that I have a 64-bit system, but I tried both versions just in case and both didn't work.

    Hi.

    Can you see/open the clipboard settings in the settings at "system" -> "clipboard settings"?

    If not try pressing win + R and then type in ms-settings:clipboard.
