Can the default Windows password change popup forward the user to a internal webportal to change his / her password?

Hello Everyone,

So a user gets mail 15 days before active directory password expires, then again 7 days before, then this Windows dialog:

We have another platform service (self-service) internal webportal where users can change their AD password. With this being said, how can we integrate the password expiry of Windows to not display the default change password dialog but to route the end-user to out webportal.
