How do I create a language resource?

I have a project to create a chat bot and I am required to have a language resource for me to be able to choose the custom question answering option but I keep getting this error. How do I resolve this?

    Hi, thanks for reaching out. This document shows you how to create language resource from Language Studio. You can also create language resource from Azure Portal > Create Resource > Search "Language Service". Let us know if you have further questions. Hope this helps!
