Newly upgraded Windows 11 VPN does not work over iPhone iOS 15 hotspot

Same server, same network environment, only difference is client OS system:

Everything works fine on all Windows 10 client.

Problem seen on all newly upgraded Windows 11 system, windows native VPN can not connect over hotspot on iPhone with error:

The error code is 806. The most common reason for this error is that at least one Internet device (such as a firewall or router) between your computer and the VPN server is not configured to allow GRE (Generic Routing Encapsulation) protocol packets. If the problem persists, contact your network administrator or ISP.

    Try update your iPhone.
    Try update Windows and your Network driver.
    Open start and search for feedback and open the Feedback Hub app and report this issue.
    Check event viewer and see if there is any relevant log there?

    I have the same issue. Nothing works.
