As I understand your scenario, you've hybrid set up with few VMs hosted on Azure and a few on-premise. You are now planning to enable disaster recovery (DR) = Azure Site Recovery for VMs in Azure, also servers on-premise.
For your requirement you can leverage the same Recovery Services Vault (RSV) to enable Site Recovery for your Azure VMs and servers on-premise.
Scenario/requirement - Suggestions:
For VMs hosted on Azure:
You have VMs in Azure, region (US East) and you want to enable Site Recovery so, you create a Recovery Services Vault in (US West) and start replicating your VMs from (US East) region to (US West) region. When you perform a test/planned failover, your VMs will spin up and made available in US West. For Servers on-premise:

To ensure Azure VMs and on-premise servers failover to the same region, you need to leverage the same Recovery Services Vault that you created in (US West) for Azure VMs. That way, when you failover your Azure VMs and on-premise servers, the VMs will get created in (US West) region.
