@Shayne Stenhouse Welcome to Microsoft Q&A Forum, Thank you for posting your query here!

May I know what type azure account are you using(Student, Free trial, Visual Studio, Pay-as-you-go) subscription?

Your subscription and services are disabled when your credit runs out or expires at the end of 30 days. To continue using Azure services, you must upgrade your account. For more information, see Upgrade your Azure free account. After you upgrade, you'll have continued access to free services for 12 months and you get charged only for usage beyond the free services and quantities.

How to change the payment methods, please refer to this article . In the navigation pane on the left, browse through the article list or use the search box to find issues and solutions.

    Reactivate a disabled Azure subscription

If the issue is still not rectified, I would recommend to contact Azure Subscription Team, for more specialized assistance on this scenario, it's free, and it's the best choice for you.

Billing and Subscription team would be the best to provide more insight and guidance on this scenario:

This article describes the various states that an Azure subscription may have. You'll find these states show up as Status in Azure portal subscription areas.

Add or update a credit card

Pay your Microsoft Customer Agreement Azure or Microsoft Online Subscription Program Azure bill

Please let us know if you have any further queries. I’m happy to assist you further.
