Hello, can you provide more information about when this started to happen? Was it after migration to Azure? Or after VM re-deployment?
Please look at the VM Boot Diagnostics settings, from there you will see if the VM is running or not. I would suggest trying to stop the VM and start it again or re-deploy it. Fixing the Azure Agent inside VM will make troubleshooting VM's connectivity or RDP settings much easier.
