How do I prevent KB5009566 (breaks Windows 11 L2TP) from installing?

In January, my Windows native VPN reported a problem with L2TP.
A quick Google search and I found the cause, KB5009566.
I uninstalled it, restarted, and VPN worked.

I thought that was the end of it. Today, 2-months later, its back!
I removed it and VPN is working again.

I can't believe Microsoft is still pushing this update out to computers when they are clearly aware of the problem it causes.

So I should hide it, right?

Nope. Window 11 removed the hide/show update feature.

So someone made a utility that will hide it, right?

Yes and no. I found the utility but it does not show KB5009566 so I can't hide it. (See: https://www.droidwin.com/how-to-stop-only-a-specific-update-from-installing-in-windows-11/)

Does anyone know how to stop this single update, not all of them, from installing?

    Simplest solution may be to install the latest 03/2022 cumulative update. Then the older cumulative updates are no longer applicable.
