Synapse Deployment: Could not figure out full dependancy model

I'm using the ADO Synapse deployment package and encountering the following error:

[error]Encountered with exception:Error: Failed to parse package: Error: Could not figure out full dependancy model. Some dependancies may not exist in template.

I see in the log that the deployment tried 500 time to figure out the deployment sequence and then fails:

Iteration 500 Figured out deployment order for 29 / 33 Artifacts for Dependancies.

Could not figure out full dependancy model for these artifacts. Check template for correctness.

Is this an issue with the depth of dependencies of pipelines being deployed, or total number of dependencies?

Are you able to provide more details & code you're trying to deploy?
That would be very helpful in terms of recreating the steps.
PS. Just to confirm - this is the task in ADO?

I reran the pipeline and it was able to figure it out

I was never able to isolate the cause.
