how to download v143 build tool in 2019 visual studio
Download links of Build Tools depend on VS version (17 for 2022, 16 for 2019, etc...) :

The v143 build tools is installed with VS2022. The build tools for VS2019 is v142.
I suggest you install VS2022 to use v143 build tools.
Or you can right-click on your project > Properties > General > Platform Toolset and select the corresponding version for your VS.

Thanks for recommending the platform toolset, didn't know it would easily solved the problem! Hadn't I read your answer I would have wasted countless hours downloading useless packages.

Thanks for pointing me in the right direction, I nearly got there through following the help supplied by the build error message, but I kept ending up in Solution properties instead of Project properties.
Something that critical needs to be easier to find, but I remember working through a tutorial and having to make notes about how to get to some of the options I needed, setting overrides of a class stumped me for a while as I found it one day but couldn't repeat it the next.
