I have problems entering the developer settings in Microsoft 10

I am uploading a photo of the problem I am facing. I downloaded the AdobeCloud package of softwares. I have trouble though with downloading the InDesign software and with upgrading the whole Cloud as it says that Error 506 occurred. I tried both solutions depicted in the photo above but none of them worked. What I faced is that it does not allow me to fully enter the developer mode in the settings as I am restricted to this area. Although I am an administrator it still does not allow me.
How can I fix the problem so that I can download InDesign and upgrade the whole Cloud?

    This error occurs when sideloading is disabled on Windows, or the necessary permissions are not enabled.

    To fix this issue, try Enabling sideloading on Windows.

    -Click the Windows icon in the lower-left corner of the desktop and select Settings.
    -In the Settings window, search for Developers settings.
    -Within Developers settings, select Sideload Apps.
    -Try to install the app from the Creative Cloud desktop app.

    Verify that the Windows registry has Trusted Apps enabled.

    -Type regedit in Windows search.
    -Navigate to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Appx and change the value of AllowAllTrustedApps to 1.
    -Proceed to install the app from the Creative Cloud desktop app.
