Did you check to make sure your PC's region is set to United States?
Select Start > Settings > Time & Language > Language & Region. Then under Country or region, ensure it's set to United States.

I am unable to install windows subsystem for android, whenever i got o microsoft store and try to download the app, it shows 'you cant run this app' then it lists system req for the app, my PC meets all the system requirements but still i am unable to download it.
