Confusion about M365 E3/A3 license to activate office and windows

Dear experts,
I'm new to M365 subscription. We have O365 and as I know, we can assign a license to one user and he will be able to activate office 365 on up to 5 devices. If we upgraded to A3/E3, will he be able to upgrade one Windows operating system? while he still be able to activate that 5 O365 desktop apps if I was not wrong?
In such scenario, do we need to assign the A3/E3 license to that user or to that device? I'm totally lost here
