Hi @Chinnathorn Promnaruritr , welcome to Microsoft Q&A forum.
As we understand you want to know if we can create multiple databases in azure free tier.
Azure free tier offers 12 months of free Azure SQL database as well as credit of $200.
Now we can create multiple databases until we exhaust this $200 limit. Once this limit is exhausted, free tier will cover only 250 GB of SQL Database standard S0 instance with 10 database transaction units for 12 months. Any other configuration or SKU will be charged accordingly.
