PowerBI Report Builder Custom Rendering Extensions

Question

Hi, i apologize if i am posting to the wrong area. This is my first post.

I need some advice on PowerBI Report Builder "Custom Rendering Extensions" or SSRS as a backup.

1. How difficult it is to develop a Custom PDF Rendering extension which populates PDF Custom properties with a queried data field.
   example >> Data Field [Client_Email] populated into PDF Custom property.

2) Do we need a specialized skill to develop (a specialist C# developer or is there a company that provides these Off the shelf)

Any advice would be most appreciated.
