Message Compiler cannot be compiled Visual C++ 6.0 on Windows 10

I'm trying to build a solution in Visual C++ 6.0 on a 64-bit Win10 environment and I have a dependency that is a .mc file and it shows this error:

'mc' is not recognized as an internal or external command,
operable program or batch file.

I tried installing Windows SDK both 8.1 and 10 but still I can't compile it. I used to build this solution on a 32-bit Win7 environment. Please do take note that I'm not quite familiar of this one as I'm still a newbie.

Also if you can explain to me in detail of everything that would also be helpful
