Resource Groups and Azure Service Health Alert Creation

Hello,

This question is perhaps ridiculously ignorant. I'm just getting started with managing Azure and am wanting to set up service health alerts. When creating the alert rule from Service Health the alert target is for my only subscription, which has multiple resource groups under it. My question is that when I'm setting the alert rule details or setting up action groups it asks for a specific resource group to attach it to. Does selecting a group limit the alert to only resources within that group? If the answer is no, should I create a resource group just to associate all of these alerts to?

    • Action groups can be created in any an existing resource group or a new resource group dedicated for creating actions for all resources in the subscription across all resource groups
    • An action group created under any resource groups in the subscription can be used to act on alerts in any resources in the subscription
