what role i will need to view access review

i am getting following error when i am clicking on access review. What can be a least role i can have to view this?

The primary requirement for Access review readiness in the organization is, the Tenant should have a valid EMS E5 or P2 license.

If the valid license is available, following categorized members can perform an access review for users
