"Access to localhost was denied" while trying to open default IIS site in browser

Hello,
recently I deployed an Exchange 2016 server with mailbox role. When I try to configure IIS so it is ready to host Exchange web services, I am unable to select 127.0.0.1 in site bindings:

Also when I attempt to open a localhost website, I get following error:

There is clearly something wrong with the server NIC configuration, or the IIS itself, but I am unable to find out what exactly. Anyone has any ideas on what to check? Why cant I select localhost IP (127.0.0.1) in IIS site bindings?

Thank you

    Hi @T Crha ,

Have you verified that the Exchange Back End site is not listening the http port?
