The IoT Solution Accelerators were retired. I don't think there is an official announcement for it. But it is mentioned on the individual repositories (I could only find two):

although the accelerators are already deprecated for quite some time, I was able to find this thread with a quote from a Microsoft representative:
... yes IoT Solution Accelerators are no longer available.
