Access microsoft store apps owned by another user on the system - Any app does not open or work on second user account even if owned

So I just created a second user account on my laptop for a friend, and he is having trouble using any windows store app I own - these apps are considered "not installed", even if they are free. Attempting to install comes up with a "something went wrong on our end" error and won't begin install. How would I go about fixing this issue?

    Does this second user have a Microsoft account? If not, please create one for them in order for the windows store to work.
