Has MFA/Conditional Access Ever Inhibited Your Ability To UJse Visual Studio To Register Apps In Partner center?

i cannot use visual studio enterprise 2019 or community 2019 to register an app with the microsoft store as per the attached images. this is a recent problem as i previously completed this workflow.

i want to know if azure ad mfa has ever inhibited your ability to do so, with the results as shown, and how you resolved it.
