(SharePoint Online) Is there a way to remove 'Edit Links' in NavigationBar in Communication site?

Hello, I have a request from a site owner.

They wanted members with Edit permission to not be able to Edit Links or even see it in the Navigation bar.

Someone told me to customize the permission but i notice only 5 (Full Control, Edit, Contribute, View, Design). Those members still need to be able to add Lists and stuffs so Edit is preferred. However, i did check users with Contribute permission cannot see Edit Links.

    You'll need to use Contribute. Navigation elements do not have a configurable permission level.

    As we are in modern experience, I think using Contribute permission will be the only option. In fact, the only difference between Contribute and Edit will be the permission of “Manage List”, and this permission provides the ability to edit navigation links. More information here.
