Using IP filter in NPS

I am working on Always on VPN solution. AoVPN is working fine. Firewall is set to allow RDP to certain servers. There is a requirement to lock down RDP connection to certain server for a limited number of users. I am looking to achieve this using IP filters in NPS. I added an IP filter in the NPS policy to deny RDP to a server but that doesnt seem to work. I tried to find some documentation on how to use IP filter but was unable to find any in MS website. Can I get some guidance here how to use IP filters in NPS for VPN connected client please?

    The following 2 articles are what I can find on MS website:

    Manage NPS Templates
    Manage Network Policy Server (NPS)

    Inbound filters control which packets are forwarded or processed by the network, and you can only configure destination network. When you want to forward traffic, you can use inbound filters.

    Outbound filters control which packets are received by the network, and you can only configure source network. When you don't/only want to receive packet from a client, you can use outbound filters.
