Can you you set 2 azure bastion in 2 different virtual network in different region that are peered to help solve latency issue?
Yes, you can deploy 2 Azure bastion in 2 different Vnets in different regions that are peered to help solve latency issue.

Also, deploying Azure Bastion in different region Vnets is recommended approach for Disaster recovery architecture.
