however if you run outlook in safe the email appears normally the same thing happens on OWA
From your description, running in safe mode fixes it, so the problem is likely with one of your add-ins. You'll need to disable all of your add-ins before restarting Outlook.
Go to File > Options > Add-ins.
Make sure the Manage box shows COM Add-ins, and then choose Go.
Manually disable your add-in to find out the source of error according to this article.
