Most often this occurs when the client and server cannot agree on a mutual cipher to use to establish a secure connection.
This could be in the course of browsing the internet, opening a program that needs to "phone home", when the transparent process of certificate validation takes place, or in general whenever you connect to any resource that uses a form of secure connection, which applies to almost all Internet traffic these days.
The resolution is to simply enable TLS 1.2 on the system.
