Kinect 360 green light blinking with laptop

Hello, I have a 360 Kinect connected to a GEFORCE RTX NVIDIA DELL Laptop. I have previously used this same kinect with iclone and the same computer, so I know it works. for some reason now when I connect it, the green light just blinks. I do have the proper power adaptor; I do have the correct software and license. I tried removing all USB devices, rebooting my laptop, rebooting the Kinect, plugging the kinect only back in, and it still does not work. I get the white Kinect link in the app, but when I click to open kinect, it states Load Mocap Device Plugin Failed. I'm working on a project with a time crunch. PLEASE HELP!!!

    I understand that you have followed the troubleshooting steps already. I would suggest you, please check flashing green light occur when using Xbox 360 Kinect and see if it helps.
