happens when installing sql server express 2019 ( with basic or media way)

error details:

  • Error installing SQL Server Native Client Access Component
    There is a problem with this Windows Installer package. A DLL required for this installation to complete could not be run. Contact your support personnel or package vendor.
    Error code: 1723

log file: C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\Log\20220326_121752\sqlncli_Cpu64_1.log

summary.txt

there is no details.txt in the same folder as summary.txt (C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\Log)

solutions I've tried:

  • Running sfc \scannow
  • Running MSIEXEC /UNREGISTER then MSIEXEC /REGSERVER
  • uninstalling and reinstalling java
  • windows is up to date

    I googled on the sentence "A DLL required for this installation to complete could not be run.", and the first link was another thread from this forum where I tried to help, but was not successful.

    The next hit lead me to https://stackoverflow.com/a/49634848, and this post does indeed seem to have a solution, although it looks a little advanced.

    The problem with Setup issues like this one is that they often require understanding of MSI and not so much of SQL Server.

    I had this problem with adding a new node to an existing cluster. I found that Dot Net 3.5 feature was not installed on the Windows 2019 server. Once I added that and restarted, I was able to install SQL Server 2017 as an additional node.
