If customer buy Windows Server 2022 Standard under CSP, can they downgrade it to 2019 version ?

Yes, there are downgrade rights but I'd suggest working out with the seller to provide the downgrade key since trying to contact someone at microsoft yourself these days is next to impossible.

No, the customer can't use product key of Windows 2022 to activate Windows 2019. He should contact Microsoft seller to downgrade the key and get new key for Windows 2019.
