    @jhseo ,
    Are you using a student or free subscription? If yes, you can only create the B1S VM series. Sometimes, there might be some capacity issues in the data center that will not allow you to create a few VMs. The option is to change the region and give it a try. With the free account, I can create a VM in West Europe. Can you please give it a try?
