From your screenshots and error message, it looks like you can't create a new Azure tenant within the Azure Portal because your user -
from identity provider 'live.com' does not exist in tenant 'Microsoft Services'.
Since your user doesn't belong to any Azure AD Tenant, I'd recommend leveraging our Azure Sign Up page to see if you qualify for an Azure free account or Pay-as-you-go. Using the Sign-Up page, you should be walked through the initial sign-up process again and an Azure AD tenant should be created for you.
