From your screenshots and error message, it looks like you can't create a new Azure tenant within the Azure Portal because your user - from identity provider 'live.com' does not exist in tenant 'Microsoft Services'
.
Since your user doesn't belong to any Azure AD Tenant, I'd recommend leveraging our Azure Sign Up page to see if you qualify for an Azure free account or Pay-as-you-go. Using the Sign-Up page, you should be walked through the initial sign-up process again and an Azure AD tenant should be created for you.
If you're still having issues, I'd recommend reaching out to our customer service number for your country/region or our Azure Cost Management team.
