Teams allowed external attendee to start meeting (bypass lobby)

We have a scenario where an external party does not want to be stuck in the lobby when they are firs to join. We set the specific meeting to Everyone can bypass the lobby but when they are the first to join it still says 'once the meeting starts...' so they are effectively stuck in the lobby and when the organiser joins they external party in the lobby is admitted automatically.

Is this expected behaviour? Can the external party be the first to join and not get stuck in the lobby until the organiser joins?

    Yes, that's expected. There's a separate option that controls who can start a meeting, as detailed here: https://learn.microsoft.com/en-us/microsoftteams/meeting-policies-in-teams#let-anonymous-people-start-a-meeting
