Unable to move resources between Resource Groups

I am trying to move All resources from a RG to another Region but get the error below

ERROR ID : CommitRequiredForDependencies
ERROR MESSAGE : The following dependent resources need to be committed: /subscriptions/c4453f14-5244-49dc-8a9b-801164d2e5f3/resourceGroups/RG-18-Move.
Possible Causes: Certain dependencies should be ‘Committed’ before proceeding with this step.
Recommended Action: Commit the dependent resources and proceed. If already committed, please wait for the update to take effect. If the issue persists, contact support.

I can see that my VM is in a prepare pending state but also have the "FIX Error" beside.

Could you please click on "Fix Errors" and follow the steps. let me know what it shows.

When i click on "Fix Error" i do not see any step to be followed instead i only get an error message.

Are you getting this error just after the first step of validating dependencies?
