Windows 10 Automatic Repair failure. Windows broken.

I'll start from the top. I got a 9th gen i5 processor to be an upgrade for my 9th gen i3 until I can build a whole new computer. I installed it and windows booted as normal. I checked task manager and saw it only was showing 4 cores and threads when it should be 6. I decided to have windows look for updates while I looked through other stuff in case the chip just needed some quick update. While that was happening I checked msconfig and saw it was limited to 4 cores. So I took off that limit and it prompted me to restart the computer now or wait till later. I selected to restart now but I forgot it was searching for updates in the background. It restarted, blue screened, attempted repairs, and it won't boot into windows anymore. Just brings me straight into "doing automatic repairs".

Things I've tried:
I tried almost all of the troubleshoot options. I tried the normal startup repair, but it gave me the error:

f:\windows\system32\logfiles\srt\srttrail.txt

I attempted a system restore, I tried 2 different ones but neither worked. I am now running into admin issues. For some reason now the system restore says it needs an admin account to work (even though it didn't ask this 2 hours before) but windows is unable to find any. There is only one account on the computer and it's mine. I can't use command prompt, can't uninstall recent updates, and can't even reset the computer because all say they need an admin account.

I'm running out of options and I need what's on the computer. All help is welcome, thanks.

Find two flash drives that you can format (> or = 8 GB).

On a working computer create a bootable Ubuntu flash drive and a bootable Media Creation Tool (MCT) or Windows 10 iso.

    https://www.tenforums.com/tutorials/2376-create-bootable-usb-flash-drive-install-windows-10-a.html

Boot the problematic computer to the ubuntu flash drive:

Use the Ubuntu Graphical User Interface (GUI) to copy and paste all important files to another drive or the cloud.

After backing up all important files you can decide whether to spend time troubleshooting or whether to perform a clean install.

""I would rather not use any other 3rd party systems that I don't know about for the sake of computer privacy and safety.

    Is this the only suggestion?""

There are no issues with privacy and safety as the computer cannot connect to the internet.

The repair method involves temporarily using a new operating system to recover important files.

    https://www.softwaretestinghelp.com/best-operating-systems/

Once you've recovered important files you'll return to using Windows.

The new Windows will be clean as you will use the MCT to perform a clean install.

When using another operating system it does not look for a Windows operating system password.

The clean install should allow you to create your own password and pin.

The only thing that is not being modified is the BIOS.

If there is something in the BIOS that gets in the way you'll find out after clean installing Windows.

Once there is a working operating system make sure that you make free or pay backup images.

Backup images can be restore in case there is any one or more of the following problems:

    corruption of the operating system
    corruption of the registry
    corruption of the component store
corruption of the drive file system
    malware
    ransomware
    failure to boot
    drive failure
    etc.

In some cases, Windows 10 Automatic Repair couldn't repair your PC error can be caused by your hard drive, and the only solution is to reconnect it. Just turn off your PC, unplug it, open it, and disconnect your hard drive. Now you just need to reconnect your hard drive, connect the power cable, and start it again.

    Hope This Works,
    Peter
