Licensing Question regarding to Azure and Microsoft 365

Hi there,
I would like a healthcare entity to utilize Azure for Microsot 365. We do not have any other cloud services or on premise servers. I just want to use MS 365.

What subscription of azure do I need if my users are all e3 and e5? Then is there a hipaa template that I can apply?

The Pay-As-You-Go subscription allows you to pay for the services and resources that you use on a monthly basis, and the member/Enterprise Agreement subscriptions offer discounts.
