Partner portal empty besides insights tab

I am attempting to launch an app on the windows store. I created an account and went to https://partner.microsoft.com/en-us/dashboard/home. There are no options within besides insights and the left hand navigation button does not work.
I thought this might be a compatibility issue but I've attempted it across four browsers with the same result. After reviewing the articles on the partner portal I couldn't find anything that lined up with my issue. I attempted to create an issue from within the Partner Portal and received the following error:
A kind soul in the Microsoft support portal pointed me here. Any assistance would be appreciated.
