No option to join a public Stream group by a user?

Hello.

Would appreciate if someone could answer this.

This article states that anyone can view the content and join the public stream group.

I am not seeing any option that a user can join the public stream group without owner's approval. Is there a specific way that a user needs to join a public group themself?
