Azure devops security questions

Question

I have several questions on Azure devops security setting

1. I have a master branch , develop branch , and some feature branch , how to set only a person or security group which can approve pull request to from any branch to master branch ??
2. developer has right to create release pipeline , and how to ENFORCE the release pipeline need approver for deployment for each stage ?
