Delay delivery plan option missing both in outlook on web and outlook client office 365

All of my users who their mailboxes is hosted in office 365 do not have DELAY DELIVERY PLAN viva insight inline suggestion option. The users are all assigned Microsoft 365 business basic license
From this Microsoft doc article, my plan looks like is supported for this feature.

The exchange environment is hybrid with exchange 2016.
Can anyone let me know what's wrong.

If possible, please consider creating a service request in Microsoft 365 admin center to have the support take a deep look into this issue.
