Office 365 Tenant Migration

I have a law enforcement tenant on 365 that is currently not GCC compliant. In order for them to get compliance I need to move them from the old tenancy to a new GCC compliant tenancy. My issue is, the domain and email addresses are used in the old tenancy, so building anything in advance is not possible, due to the domain and the active users in the old tenancy. How, if possible, can I move the users to the new tenancy without losing the email addresses and subsequent emails. I have read the documentation, and it seems as though a tenant migration isn't really the solution I am able to use. Any help would be much appreciated, as I have no clue on how to accomplish this.

    Have you reviewed this link: Microsoft 365 tenant-to-tenant migrations
    In the Tenant-to-tenant migration architecture model it discusses about several scenarios and the general steps.

    While in this case, to me I suppose you may need another domain for migration.
    Since it would be necessary in mailbox migration.

    Later once the migration is done, you may verify your old domain in the new tenant.
