Server 2019 Activation - No Internet - Cant get SLUI 4 to work

Morning,

I have multiple VMs I am trying to activate Windows PK and having issues. This is a no internet infra and out of the 10 i need to activate i was able to use SLUI 4 to activate by phone.

My question is why cant I get slui 4 to work on the others? I run it and nothing pops up. All these are Server 2019.

Steps Ive taken

  1. slmgr.vbs /ipk XXXXX
  2. Dism /Online /Cleanup-Image /ScanHealth
  3. sfc /scannow
  4. slmgr.vbs -rearm
  5. Reboot

    In most cases, SLUI 4 requires an internet connection to function because it needs to communicate with Microsoft's activation server to complete the activation process. Without a network connection, SLUI 4 may not work properly. You can try the following steps to complete phone activation:

    1. Open the Start menu, then type "Slui.exe 4" in the search bar and press Enter. Slui .exe 4 is a native tool in the Windows operating system that activates the Windows product key.
    2. Select your country or region and click Next.
    3. Call the phone number provided and follow the voice prompts.
    4. Enter your installation ID when prompted to enter it.
    5. Enter your confirmation ID when prompted for it.
    6. Enter your activation code when prompted to enter it.
    7. Click "Next" to complete the activation process.
