May I know what kind of subscription are you using (Ex: Pay-as-you- Go, Student, Free trial) ?

Based on the error message: To create a support request, you must have the Owner, Contributor, Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level. To create a support request without a subscription, for example an Azure Active Directory scenario, you must be an Admin. Learn more here
