Not allow anyone to delete other uses' folder and files. Windows XP network issue???

I have 2 questions I want to ask:

1) I'm using Windows Server 2019 (VM) which is promoted to a Domain Controller. I want to set permission for a folder (call it "root") like this: A user can read other users' folders and files but is not allowed to delete/modify their folders and files. Scenario: All user folders and files are put in the exact same folder, I'm not going to create a user folder for each user.

2) I have a Windows XP (VM) and I want to use it as a client in my Domain. But for some reason, it just doesn't communicate with the server:

I did use the Ping command in CMD and both of them can ping each other, both of them are put in the same network, but when I try to join them or just try to access the shared folder remotely, I got some error that says: The specified network is no longer available

    Windows XP is long out of support so this is expected behavior.
