VS IDE not included in Test Professional Subscription

I have a Professional Test license, and when I got to my downloads, I see a variety of plugins for Visual Studios 2022 (Team Explorer, Redistributables, Agents, Remote Tools, Intellitrace, and Build Tools... everything except visual studios itself. These plugins are useful without VS, so how am I supposed to get it? I need to be able to run tests, integrate with the code repository, and write C++. Did they get the wrong license? If so, which are are they supposed to get?

I checked this link: Visual Studio Test Professional, and VS IDE is included in it. If you cannot find VS IDE, you can try to download Visual Studio directly from here: Visual Studio 2022 download.
