According to your description, I want to confirm that do all users that use IP address in this range encounter the issue?
If so, I would suggest you contact Microsoft by chat or via phone, check whether the network egress IP address on the server side is wrong.
For Microsoft IP Range GeoLocation, I found it is not intended to be used by Microsoft customers for any type of network configurations.
If not, it's recommended to use Microsoft Support and Recovery Assistant to help us for troubleshooting.
- Then go to Windows Settings > Time & Language > Language & Region, check the "Country or region".
- Please let the user changes a browser to check this issue.
- Besides, please ensuer the user does not use proxy connection or VPN.
