Can we connect a local domain to a domain on a Azure subscription with out a VPN

We have a legacy application is not configured to run on app registration
Local domain (On premise) users need to access a VM with same credentials but this subscription does not have a VPN
Is there a way to establish a trust relationship with out a VPN or pass domain credentials to the Azure VM via any other Azure service?
Our client manage on site domain , we manage Azure subcription.

- You have a on-premise AD environment which is managed by your clients. Is this on-premise AD environment synced with Azure AD using AD connect Sync so that same users are available in the Azure AD tenant ??
- You have an azure subscription which you have control of ? Is this azure subscription linked to the same azure AD tenant that has a sync relationship with on-premise AD or this is a different tenant ? if its same tenant do you have global administrator privileges to this AAD tenant.
- Do you have Azure AD premium licenses associated with you Azure AD tenant ?
