Cloud Service Extended Support not responding

I am migrating my Cloud Service Classic to Extended Support by redeploying my service from visual studio. In place migration was not an option as my service was older and did not run in a VNetwork. Everything in the portal looks setup correctly IP, Key vault, Load Balancer, Storage, and service is running. When I navigate to the site from a browser I get no response. How can I start troubleshooting this? Thanks
