Windows 2019 Workgroup - granting shared folder permission from network

I have a workgroup server and shared a folder. Granted a user A to have full permission. This was done at the server.

From network, when A access the folder and try to grant permission for user B by clicking the Find Now, A cannot view any users that created in this workgroup server. A can only see the default system groups, not even the groups that created by the admin.

If the Administrator access this folder from network, the Administrator can see the users after clicking the Find Now.

For Domain server, no issue.

    Hi there,

    I would suggest you check your firewall rule for any explicit rules that you might have created that are preventing a user from granting permission to other users.

    This behavior may also occur if all the following conditions are true:

    -NetBIOS over TCP/IP is not turned on (enabled) on one or more computers in the workgroup.
    -The Computer Browser service is not started or is turned off on one or more computers in the workgroup.
    -This behavior may also occur if File and Print Sharing for Microsoft Networks is not installed or is blocked by Windows Firewall.
